Still can't join Towny :(

Hey everyone, everytime i try to join towny it takes me back to the server select screen and says "disconnected", every other gamemodes works fine (Skyblock Creative e.t.c) Can anyone help please? Haven't been able to get on for a week

No it wasn't removed intentionally. We still plan to support 1.7 but at the time being there are issues with 1.13 compatibility so that will receive priority.
